High Quality Managers

The High Quality Managers programme is an innovative programme that matches the skills of high-performing managers to the development needs of others. This new programme has been designed to benefit funded provision across the further education (FE) system, with the aim of:

· supporting the development of others

· promoting a culture of continuous improvement at all levels

· providing a vehicle for the development of leadership capacity and capability

· strengthening collaborative leadership in a supportive environment.

Delivered by Tribal in partnership with the Centre for Excellence in Leadership (CEL), the pilot programme will run from August 2007 to December 2008.

The programme will build on existing management experience and expertise in the system to provide a vehicle for developing leadership capacity and capability. The programme has already recruited a team of 60 high-performing managers from all sectors within the FE system who are prepared to share their skills and knowledge. The managers undertake a free 2-day induction and training programme before being matched in mentoring relationships with peers seeking to develop similar areas of their work or professional skills.

Accessing the support of a High Quality Manager

If you are a manager who would benefit from a mentoring relationship with a High Quality Manager in a particular field or area, we would like to invite your organisation to take part in this new programme.

Each mentoring assignment will be tailored to the needs of the mentee and can be very brief (1 day) or longer (perhaps 4-6 days spread over several months). The type of support requested can be that of a critical friend, an expert operator, or someone to help build confidence. Support can be requested from a High Quality Manager with specific knowledge of working in a similar environment.

The following scenarios give an indication of the type of support that a High Quality Manager might provide:

1. A Professional Development Manager requires support with developing the organisation as a 'professional training organisation'. She wants to introduce the new teacher training qualifications and CPD requirements for staff in the sector. She also wants to train staff mentors and provide placements/offering training opportunities for potential and practising teachers.

2. A senior manager wants help with:

· forging an effective partnership with other providers in preparation for the 14-19 Diplomas

· dealing with competition from other local providers.

3. A newly appointed Quality Manager would welcome mentoring support to evaluate and develop robust quality systems across the company.

Becoming a High Quality Manager

The programme has now recruited a team of 60 high-performing managers from across all areas of the FE system. Recruitment for the pilot stage of the programme has now closed; however, post December 2008 we will again invite the sector's high-performing managers to join the programme. If you are a high-performing manager (or know of one working in your organisation) who can help lead others from the sector to success and are interested in applying to become a High Quality Manager, then we would like to hear from you.

Organisations releasing the HQM will be reimbursed at approximately an Assistant Inspector's daily rate to help cover the cost of releasing managers to take up mentoring assignments. Travel expenses are paid at cost.

The benefits of participating in the HQM programme are:

Harnessing and developing sector expertise, which in turn will help the sector take early steps towards self-regulation

  • By using the skills and knowledge of leaders and managers, the programme harnesses existing capacity within the sector to address improvement needs which in turn will help the sector make a success of self regulation.
  • There is ongoing training for HQMs to ensure consistent, professional, developmental approaches to mentoring relationships.

Capacity building

• The programme will test a range of peer mentoring and coaching models: critical friend, expert operator, or someone to help build confidence.

• The HQM programme will not just operate a deficit model, in that it just supports failing managers - other high-performing managers would also benefit from the different perspective a HQM would bring to a challenging area/or a problem faced.

Supporting continuous Quality Improvement

The HQM programme offers opportunities to work in collaboration with a number of other QIA programmes, in particular the Improvement Advisers Service , which works alongside organisations to put together tailored packages of support and the Support for Excellence programme, which also uses the methodology of peer review and development to support the continuous improvement and development of the sector.
