Each college and provider retains responsibility for its own improvement. An important part of this is ensuring that their activities are responsive to the needs of learners and employers. Support and intervention may be required in those colleges and providers that are not capable of improving their performance by themselves.

National partners will also need to ensure they demonstrate improved services to their key customers and stakeholders.
