The primary responsibility for assuring and improving quality is with colleges and providers, and the staff who work in them. They are responsible for the delivery of teaching, learning and support for individuals who participate in the wide range of programmes and learning opportunities on offer. They are responsible, too, for regularly assessing the effectiveness of provision and for using the findings of self-assessment as the basis for continuous improvement.10 Their focus needs to be on achieving or maintaining excellence.
