Learners and employers are key partners in the implementation of the Improvement Strategy. They are the ultimate beneficiaries of this work and their views on its relevance and effectiveness in meeting their needs are critical to its success. With this in mind, a National Learner Panel has been established and there are plans to establish a steering group of employer representatives and Sector Skills Councils (SSCs); these have been set out in the detailed implementation plan here. The national partners will engage the Commission for Employment and Skills in the implementation of the Improvement Strategy to ensure the views of employers are fed into the Improvement Strategy and inform improvement activity. The relationship between the national partners and the network of Employment and Skills Boards will also need to be considered. Lifelong Learning UK (LLUK), as the sector's SSC, will be centrally involved in this process.
